Ensuring a healthy quality of life is among Councilmember White's highest priorities. During council period 22, Councilmember White introduced the following legislation:

  • Defending Access to Women's Health Care Services Emergency Amendment Act of 2017 - to amend on an emergency basis, the Women's Health and Cancer Rights Federal Law Conformity Act of 2000 to require insurers to cover preventative services for women without cost-sharing. 

  • East End Health Care Desert, Retail Desert, and Food Desert Elimination Act of 2017 - this bill requires the Department of Health Care Finance to establish a new capital project, the East End Medical Center (to be constructed on the Saint Elizabeths East Campus), and provides for its funding, operation, and maintenance. The bill also establishes a special fund, the East End Medical Center Fund and program, the East End Grocery and Retail Incentive Program. The fund shall be administered by the Department of Health Care Finance.

  • Infant and Toddler Developmental Health Services Act of 2017 - To require the Deputy Mayor for Health and Human Services to expand and coordinate health care for infants and toddlers under the age of 3 in the District of Columbia including increasing the utilization of breastfeeding among new mothers, strengthening, existing lactation support, infrastructure in the East End of the District of Columbia, to require participating primary care and prenatal care providers to provide patient centered care to pregnant women, new mothers, to prevent health problems, enhance parent-child relationships, enhance parenting skills, and to address social determinate of health establishing lactation certification preparatory program, to require OSSE to access the of state of child care in Wards 7 and 8, to require OSSE to select child development providers to operate at least 4 child development homes and child development centers and to require OSSE to develop a competitive compensation scale for lead teachers and teacher assistants.
